BENIGN NEGLECT, LONG OVERDUE

By 1965, the Civil Rights Movement had morphed into a sexual revolution with its attendant drug culture. The poor urban black family was speeding towards hell in a hand basket on greased wheels. Warning signs , red flags, like blinking neon lights were everywhere, signaling danger. All were ignored. Early intervention, might have made a difference when salvage of the poor black family and their community was still possible. Twice ( first in 1965, ) the senior New York Senator, Daniel P. Moynihan, now deceased, made a report, based on research done as assistant secretary of labor for the U.S. Department of Labor. It was originally titled The Negro Family : The Case for National Action . Senator Moynihan, realizing the depth of the disintegration of the black family was concerned and advocated a period of " Benign Neglect " a suggestion that the black family might be better off if the " do-gooders " just left them alone, at least for awhile. There was another period in history when a similar suggestion was made. After Emancipation, at the beginning of Reconstruction and the " do-gooders " Freedom Bureau, two voices - Frederick Douglas and Booker T. Washington - also sounded a similar alarm. Like Moynihan, the unheeded advice met with howls of protests - then ignored - by the early politically Correct, groups with vested interests and their own black intellectual, W.E.B. DuBois. The alarms raised only unleashed a storm of protests ( then, and now ) from Politically Correct Liberals, Black intellectuals and the Civil Rights Establishment that hurled charges of racism and other invectives - Moynihan never completely recovered, politically, from the onslaught .

The indignant howls of protest at the mere suggestion of " Benign Neglect ", to access and possibly correct the dismal conditions, were reverberating almost before the ink dried on the document. Moynihan further argued that the rise in single-mother families was not due to lack of jobs but rather to a destructive vein in ghetto culture... To describe the underclass behavior that characterized the ghetto, he coined the phrase ' tangle of pathology ' . This included delinquency, joblessness, school failure, crime, and fatherlessness. Two generations - and counting - of lost black ghetto youth - stand as not so mute testimony to the tragic truth of Moynihan's report and the refusal to even consider the advocated, much needed period of " BENIGN NEGLECT !

But, it not only was protested, condemned and ignored, but the usual suspects massed and waged a most vicious race and class warfare in a futile attempt to hide two basic, undeniable truths, too painful to accept : ( 1 ). Entrenched, multigenerational poverty was largely black ( 2 ) It was intricately intertwined with the collapse of the nuclear family in the inner cities. Kay S. Hymowitz, writing The Black Family : 40 Years of LIves. vindicated Senator Moynihan's earlier study. She found more blacks out of work in 1964, than in 1954. Urban rioting made the problems in the northern ghettos more intractable than discrimination [ had made ] in the South. Someone should have asked why, but did not ! Even today, it is still the northern urban centers, dominated by Democratic Party politics shielded by black plantation gatekeepers that continue to deteriorate. These communities are the most dysfunctional and crime-ridden. However, Black intellectuals, Civil Rights Establishment, Academics, Politicians, Pundits, Poverty Pimps and the Politically Correct do not want this known. They have no way to deal with a problem, originally, deliberately created. Then, too, they can not, will not, admit the ideology they have bought into, heart and soul, has never, will never work.

Even more concerned about the rapid deterioration of the black family and community, Moynihan sounded the alarm again in his book, Maximum Feasible Misunderstanding., published in 1970, Moynihan's report went on to point out the following empirical facts, that between 1967 and 1969, 72% of black ghetto families received Aid to Families With Dependent Children before age 18. School dropout rates, delinquency and crime among other dysfunctional behaviors were rising in the cities ( crime became chic among the elite ) - entrenching an underclass, heralding generations of community pathology and destruction ( they never realized the neighborhood being burned down was their own ), from which, too many have never been able to recover. Aaron Wildavsky's narrative poem, A RECIPE FOR VIOLENCE, included in Maximum Feasible Misunderstanding , summed the effect of " War On Poverty ",
Promise a lot, deliver a little. Lead people to believe
they will be much better off, but let there be no dramatic
improvement.... Try a variety of small programs... avoid
any attempted solution... Have middle-class civil servants hire
upper-class student radicals to use lower-class Negroes as
a battering ram... Go in for a little force, just enough to anger,
not enough to discourage.... Alternate with a little suppression.
Mix well, apply a match, and run.

By 1980, out-of-wedlock births = 56% in ghetto. At first glance, mostly on the surface, so-called black community involvement and leadership seemed to be on the rise. This seemed a good thing. Time, and a closer examination of facts, carefully hidden and/or glossed over - Community Action Programs were all very carefully managed and controlled - glowing achievements / accolades were a mirage. Liberal advocates, refused to acknowledge the possibility, their social experiments were failing and making a bad situation worse. The politically correct left dodged this blatant truth as the black family collapse escalated. Marian Edelman's Children's Defense Fund - generic term + money, equaled a host of funded services - prenatal care, day care, housing subsidies, all in the name of children's developmental needs that added to and hastened the destruction of the poor black family. This boon doggle was another of Jimmy Carter's wrong-headed contributions to the Civil Rights epic hoax debacle.

As time has - tragically - shown, Senator Moynihan was right. The Politically Correct Left Wing Democrats and their black shields were wrong, as usual. Bumper- sticker slogans, blaming the victim, self-esteem, b.s. and out-of-wedlock childbearing, were the euphemisms hiding the truth about the ongoing devastation. Trillions of dollars spent in Manpower Programs to educate and provide job training for the disadvantaged were scams and abject failures.

In pushing their sexual revolution and enjoying their new found drug culture, the politically correct doomed poor black families. They encouraged promiscuity, abortion on demand, pushed irresponsibility ' via , if it feels good do it , philosophy. ' Thus the monumental loss of society's mores entwined in a variety of systems - family, cultural, economic that normally passes to generations through parental guidance was loss as reflected in the absence of :

a). Families shaping children's character and ability, leading to upward mobility
b.) Role modeling - adult conduct in society is learned as a child
c). Disorganized homes : school drop-outs / do not work, lives on welfare / lawlessness, excused
d). Pregnancy drift into / multiple times / fathers - girls see babies almost like dolls to be played with
e). Ghetto families raise generations of children unable to grasp life opportunities

At the time of the BENIGN NEGLECT admonishments, the only serious considerations and voiced alarms came from conservatives - Charles Murray, Lawrence Mead and Thomas Sowell : welfare policies were blamed for the dysfunction. They advocated a change in behavior and admonished, DO NOT WAIT FOR WASHINGTON TO END POVERTY. Unfortunately, no one listened. The politically Correct Liberal, left-leaning mass media ignored or glossed over the tragedy unfolding, but, trumpeted the " make believe ' wonder improvements that were not happening. Today, some 40 years later, the dismal failure of the so-called Civil Rights Movement ( hi-jacked to become a hoax ) and trillions of wasted " War On Poverty " ( became a multi-billion dollar industry ) dollars stand as glaring, jarring - not mute - testimony to the tragic consequences of the elite liberals politically correct totalitarian agenda.

In the 2000 US Census, it was reported the Hispanics had supplanted blacks as America's largest minority. The Democrats wasted no time planning to replace their 99% faithful, democrat, voting black constituents with the Hispanic new minority majority. The Politically Correct Left Wing Democrats allegedly budgeted $57,000,000.00 for their 2004, " get-out-the-vote " . Their long-suffering, totally dependable, but expendable, ( Jewish Weekly Review columnist coined the term AVM - automatic voting machines ) always faithful, got what Donna Brazile called " drive by campaigning ". No Democrat of worth bothered to visit the black communities - until there was a ' hint ' of trouble. THEN, they hurriedly filled the church pulpits, community / recreation center meeting rooms and neighborhood walkabouts. The Democrats will not be as successful in destroying the Hispanic family and community, as they were in the destruction of the black family.

Today, for the poor hispanic minorities, targeted for destruction by the politically correct Democrats there is a ray of hope. Herman Badillo, a Hispanic, is sounding an alarm, similar to Senator Moynihan's '1965 alarm. Noting the rapid deterioration of the black family resulting from the PC ' social experiments ' in a way, has called for a period of " Benign Neglect ". Except, this time the response will probably be much different. Herman Badillo's newly released book, ONE NATION, ONE STANDARD : AN EX LIBERAL ON HOW HISPANICS CAN SUCCEED JUST LIKE OTHER IMMIGRANT GROUPS, is written by one who can honestly say " been there, done that, PC agenda really does not work ". He was a witness to the ' liberal ' destruction of the black family, aided and abetted by black leaders at the behest of the Politically Correct Limousine Liberals. As a Hispanic, he sees the urban Hispanic family on the same road to ruin - irreversible ruin . He he is determined to make certain that does not happen to his ethnic group. With this as his objective, he has spoken out in his new publication. And, as in 1965, those with a vested interest in the status quo are protesting loud and long, charges of traitor are being hurled. But, in the end, the Hispanic community will read, discuss and and most likely, take corrective measures.

The Hispanic family/community is more cohesive. Their Indian ancestry does not have the tribal conflict and slave history that African descendants had. The Indian often chose death, rather than a life of enslavement. There are many different ethnic groups within the Hispanics. Only the poor Puerto Rican has been conditioned to feel entitled to the success of others and exhibit the habits and behaviors similar to the poor black American. The Hispanic political leadership ( has been ) less corrupt and less willing to sell / eat their young for a dime and dubious prestige. And, now, their savior, an ex-democratic liberal, Herman Badillo has stepped up, spoken out. Invectives are flying fast, furious and very loud. He's being accused of self-hatred / selling out, and called a traitor among other things. But, his voice has a much better chance of being heard in 2007, than Moynihan had in 1965. The Politically Correct Democrats may have to re-think their plans of replacing blacks - their blessings in disguise - with Puerto Ricans.

When the Politically Correct Left Wing Democrats hi-jacked the 60's Civil Rights Movement and replaced it with the sexual revolution, they attempted the destruction of America. On Saturday, January 20, 2007, in her Washington Townhouse, seated on rose splashed, covered, chinz sofa, attired in warm, earthy tones, soft breeze, gently ruffling the curtains, framing her, in a carefully staged photo - she must, by all means appear homey, rural. Goal being to depict a warm, caring homebody, (an effect carefully crafted, designed by ' well-paid ' political consultants and PR hired guns ). The words " I'm In " and the " Internet " medium, selected, no doubt, after many focus group try-outs. The objective ? To hide her hard metallic veneer and reach the greatest number of " grassroots ". After all, everybody who is anybody surfs the internet. This phony staged " 08, campaign launching " very reminiscent of that July 8, 1999, morning in Pindar Corners upstate hayfield where she launched her ' New York listening (run) tour ' for the senate seat being vacated by the venerable, esteemed New York Senator, Daniel P. Moynihan. Hillary Clinton is not warm and approachable. She's cold and calculating.
On July 8, 1999, hundreds of reporters, cameramen and photographers, ( a full-blooded media feeding frenzy ) appeared, right on cue. First Lady of the United States, or FLOTUS, as she was known to the Secret Service,was about to launch her campaign from a hayfield at Pindars Corners in Delaware Count- owned by THE Sen. Daniel P. Moynihan. Meant to be, ' innocent appearing ' for a few brief hours of media attention and political calculation was carefully planned. It was reported, Liz Moynihan counseled, Hillary, if she was to have any chance of success she must make a strong showing upstate. She acknowledged, - in a get the bad news out front and dealt with early, political strategy ( questions on everyone's mind) Why the Senate? Why New York ? Why me ? Why she was not running in Illinois, her native state, or in Arkansas, where she had lived for years ?

A long chain of events had conspired to make that innocent ' appearing ' upstate hayfield appearance the vortex of media attention and political calculation. Hillary Rodham Clinton, and the " Clinton Political Machine " had contemplated this campaign to succeed Senator Moynihan. Becoming the first woman " President " had been her goal, long before she met Bill Clinton. In fact, as an aide on the House Panel ' 73' Watergate investigation Committee, and her work at the Children's Defense Fund in Massachusetts. True to feminist strategy - by any means necessary. Marrying Bill Clinton was a ' necessary ' means to an end. The Clintons', addicted to power and the 'leftist' agenda, were not about to leave the center of politics - New York City and Washington, DC - for some obscure small southern State ( Arkansas ) or a mid-west State ( Illinois ) the Money and the Power is in New York, fortunately, a Democratic State. Politically, it doesn't get any better than that, was the real reasons Hillary chose to make her Senatorial bid for Senator from New York, as a stepping stone to 1600 Pennsylvania Avenue, Washington, D.C. The Moynihans, Pat and Liz , did not - reportedly - like Hillary Clinton. But, Moynihan was a good Democrat. The Clinton Political Machine was busy, so the Moynihans had to get in line and on board. First order of busy ? Convince Carl McCall, the black well-known NY politician not to run for the NY Senate. Mission accomplished ! Hillary Clinton was on her way to Pindars Corner and her homey, rural announcement, complemented by a man of stature - in New York politics, Senator Patrick P. Moynihan. Fast forward 7 years, 2007, repeat performance. She is now SENATOR, Bill is still BILL. Just a wee bit of tweaking around the edges.
With the exception of dedicated Marxist, and chameleon - Hillary's two constants. Her other faces are kept carefully hidden. So, before America engages in collective, selective amnesia, Hillary Clinton's many different personnas should be examined :

Hillary Rodham Clinton, who has been running for president even before she met and married Bill Clinton, appeared in our living room ' via ' internet and television to announce she had formed an exploratory committee, to seek the presidency. Who is she kidding ? For this momentous announcement she appeared wearing her folksy - for the 2nd time in her life - face. Hillary is anything but warm, folksy. She is hard, cold, brittle, calculating and a dedicated Marxist. Hillary Clinton is the first lady of the US, who was hauled before a Grand Jury, where she lied with aplomb ! For anyone else, that would have been a felony. But, for Hillary, it was simply a means to an end. After all, she is the same Hillary that fired White House staffers who had been employed in the White House for a very long time - to bring in cronies, she could trust not to reveal the sordid activities taking place and repay political debts. This, is the same Hillary who fired travel office staff that - prior to the Clinton invasion - had always been responsible for scheduling travel for the White House to be replaced with more political cronies. To tamp down the public rage over this injustice, SHE attempted to charge them with theft, irregularities, etc., etc., The co-President went so far as to try to have them investigated by the FBI. Some of the ousted staff spent most, if not all of their life savings, in legal fees, to fight unfair, false, illegal actions of the two-for-one Presidency of Billary Clinton.

Chameleon, best and most accurately describes Hillary Clinton, depending on WHO and WHAT she wants to accomplish and whether she thinks the WHO ( people are meant to be used as needed and discarded ) can assist in her ambition to achieve the WHAT ( first woman president of the US ). Hillary is many things, warm, fuzzy, caring is not among them. The one constant is her steadfast dedication to Marxism, which she ' sometimes ' tries to hide. Her records at Yale are ( supposedly ) sealed. However, given the nature of leakage and the dedication of skilled hackers, in time they will surface and make their way into someone's BLOG.

Feminist, hard, brittle, cold, power driven - except when she married Bill Clinton - an aid in her rise to power. On the surface it would seem she suffered through the indignities of his many indiscreet womanizing escapades. Doubtful! Their marriage has reportedly, always been a power marriage - a means to an end. If you can believe what you read, the womanizing does not really bother her, Hillary is also a womanizer - only his lack of discretion. So, love had little, if anything to do with their marriage. Watching them, one gets the feeling she is repulsed by his nearness and touch. But, appearances must be kept up for the camera's and political correctness, so pecks on the cheek are endured and hand-holding is considered a necessary means to an end.

Loving wife and mother - Credit, Clinton Political Machine, when polls suggest American public might find it appealing, she appears with children by the roomful. Chelsea authenticated the marriage - though, it was written that when asked who to call in an emergency, replied " my dad, my mom is too busy. Her dad, at the time, was Governor of Arkansas. So, unless you're really into fairy tales, ignore this image.

But, do remember, Hillary has a history - as sordid as it is public - not to mention criminal ( she should be doing time in an orange jumpsuit ). The White-water deals were illegal. Hiding evidence in the private quarters of the White House, an obstruction of justice, lying to a Grand Jury, and accepting drug/ gun-running / foreign campaign contributions ( 1996, Billary Clinton re-election ) are all felonies. The only change Hillary Clinton has made is method of approach and communication medium.

The Clintons' moved into the White House with only suitcase in hand. They had nothing, no home to go to - free loaders all their public / married lives, they summered / sponged off Vernon Jordan at his summer place on Cape Cod's Martha's Vineyard. Eight years later, they own a Washington townhouse, and a house at Chapaqua, New York. It took several moving vans to get their " acquired " belongings to their new " homes ". They were now " multi-millionaires ". There is some thing very wrong with this picture.

Hopefully, Republican activists will hold their fire, give her time, allow her to be lulled into a really false sense of security - pumped up by pundits who have chosen to see her election as first woman president as inevitable - let her climb way out on the end of the proverbial limb, then, saw that sucker off. America loves the underdog! Don't let her assume that role !

Moderate, contrived, appearances and attaching her name to various legislative proposals along with John McCain, except when he thinks it works in his favor to appear conservative, and other R.I.N.O. and appearances with conservative Newt Gingrich. Hillary considers herself to be a slick politician, tack left, tack right, in the triangulation manner first proposed by once guru, now, dedicated, most ardent hater, Dick Morris. Like most limousine liberal elite, she see others as stupid, beneath her, simply to be used and discarded.

Hillary has many faces, between now and the 2008 Presidential Elections, let's make sure the American public is familiar with all of them.

Secretary of State, Condoleeza Rice DIMINISHES Senator Barbara Boxer

To feel superior to one group, first make group feel and appear inferior to itself and others. In regards to Black Americans, PC limousine liberal whites have honed this ability to a science, going back to the beginning of slavery in America. After trading rum / trinkets for Africans captured in tribal warfare, transporting them across the Atlantic Ocean in an inhumane manner, to America, and treated worse than animals. On the plantation, slaves were often ordered to get fresh mules, relieving the animals thought to be tired (?). But, the slaves worked on. To rationalize this inhumanity - who was really the savage ? - slave owners had to sell themselves a lie. Blacks were savages, a fraction of an inch above wild animals, no language - they could not understand their language - no history - African history, as most early peoples' history - was oral since there were no printing presses. The rationalizers were aided by other black slaves who became their shields and worked hard to keep their slave brethren in line and completely brainwashed - all for a chance to survive and eat a little better - with a bit more prestige, in the eyes of those being sold out.

Again, appearing as ' saviors ' during Reconstruction, Scalawags, Carpetbaggers and the usual complement of ' black shields ' moved in, took charge and transferred slaves' shackles from ankles to brains. Frederick Douglas and Booker T. Washington sounded the alarm : Frederick Douglas, who was very much opposed to the creation of the Freedom Bureau, realizing that it really was a ploy to keep the newly emancipated slave dependent. When asked, " what shall we do with the Negro ? " answered, " Do nothing " throw him against himself, let him find his own feet "; Booker T. Washington, pleaded, " Put your buckets down where you are, the wealth is in the land. " These voices raised the red flags signaling perceived danger, but, were ignored. W.E. B. DuBois, Socialist, pied piper leading the parade "up - north " to be embraced and endowed with social justice and economic equality - a utopian illusion, that turned out to be an urban plantation, locked deep within a concrete jungle. Strangely, residential segregation did not come to the South until after World War 11. Prior, Black and White Americans in the South lived side by side. Children played together until the onset of puberty. It was a cultural phenomenom. Northern whites have always abhorred closeness to the color of black skin. - Read, John Griffin's Black Like Me, - and never really wanted them physically close. Southern whites never had a problem with black closeness. They learned over generations to believe they were superior. That belief was an integral part of the South's " Peculiar Institution ".

The deliberate attempt to keep the American dependent and subordinate with the help of other black Americans who has used their less fortunate, poorly educated brethren to gain wealth and ' prestige ' has really been the " white man's burden " , not the monetary reparations con ' poverty pimps / plantation gatekeepers and race hustlers have been trying to run.

During the 1991, Senate hearings on the nomination of Clarence Thomas to the United States Supreme Court, where the politically correct, terrified at the thought of a ' conservative ' black ascending to the bench, Representative Barbara Boxer led feminist House members to the Senate Judiciary Committee to demand that Anita Hill's ' phony sexual harassment ' charges seriously - propelled her candidacy to the Senate.. Clarence Thomas' nomination to the Supreme Court and the ensuing fight resulted in the long overdue ' crack in the facade ' The international community, for the first time, got to see a black America, well educated, earned wealth, - not a single criminal heroin addict or welfare mom among them - non-beholding to the benevolence of white politically correct. The criminals, drug addicts and other non-desirable were sitting in the Senate members committee seats.

When politically correct whites see conservative black Americans, the effect is the same as Dracula seeing his reflection in a mirror adorned with crosses and garlic. It drove Dracula and drives them crazy. Now, lo and behold ! Senator Barbara Boxer encounters CONDOLEEZA RICE ! Let's do the research.

A woman who lived and survived the Alabama bombings that killed a classmate ( the politically correct black shields, Eric Dyson, et, al, should note that, when they stupidly question her blackness ) the black woman who have leaders around the world pay homage to her position, role in government, who holds the respect and confidence of the most powerful man in the world - President George W. Bush ( 43 ). When she steps off 'her' plane, the red carpet is spread before her. It not only drives Barbara Boxer and her ilk crazy. It also diminishes her as a government official to be accorded respect, a representative of the government of the United States of America in the eyes of the International Community, a woman whose self-respect, sense of integrity and character would not allow her to stoop so low as to deliberately engage in gutter politics, because she's a SENATOR - ugh ! She is probably not intelligent enough to feel the shame, she should. She will be forever diminished.

When government pushes up wages, wages also pull up costs. Hypothetically, you the minimum wage earner has a job that pays you because your employer needs your labor to produce the goods or services that he must sell. If the government decides your employer must pay more ( increase the hourly wage ) and demand that you, the wage earner receive certain benefits ( your wages + contribution to your social security payments, health benefits, compensation insurance, sick leave, vacation pay, bereavement and maternity leave pay and less we forget, frequent 15 minutes breaks during your work day - non-productive ) Now, in order for your employer to meet this obligation to pay more, he must increase the cost of his goods or service. When your wages go up, so does the cost of your rent, gas, electricity, cell phones, pizza, movie, popcorn and DVD's.

Minimum wage jobs are usually entry level jobs. - first job, develops skills, work ethics ( learn to get up and get to the job on time, every day; give a full day's work for a full day's pay; No horseplay on the job; keep careless breakage or destruction to a minimum; if there is customer contact, represent your employer and his/her establishment to the best of your ability - no surliness, profanity, obscene gestures, finger salutes; inciting conflict among fellow workers, etc. ) Entry level jobs pay a little less. Entry level accepts fact, " what you see is what you get " - Baggy pants, overly playfulness, negative response to criticism , " you can take this job and shove it ! Entry level jobs were once first jobs for teenagers ( 1st employment stint ) or first "real" job for a someone who had strayed from the straight and narrow, and is struggling back to a better life. Mature individuals, with families to support, have no business working at entry level jobs. Education is the answer. Actions have consequences. Get ready for several years of working days and acquiring an education at night. Self-respect not stipends required ! Life provides few short cuts to a meaningful life. As the saying, " Anything worth having, is worth striving for " indicates a certain amount of struggle. There is no such thing as a free lunch. One with the power to give, also has the power to take. Be wary of politicians who promise rainbows without benefit of rain. " It ain't gonna happen " . Work for what you want and need. Achievement leads to pride in self, and inner peace, a wonderful thing - goes well with self-esteem.

Now, if government forces entry level ( usually small businesses, Mom / Pop operations ) to pay too high a wage, for entry-level employees, bankruptcy can be the result, long before you learn to work and have worth to the employer. Often, decisions to hire fewer entry level workers is the result ( you may have to kiss that job prospect goodbye ) or hire a more qualified worker ( ditto, to job prospect ).
